The proposed improvements consist of reconstructing approximately 7,400 square yards of seven-inch (7") Portland Cement Concrete (PCC) pavement and 470 square yards of six-inch (6") PCC pavement on a drainable subbase with sub-drains. Also included with this project is the removal and replacement of driveway approaches, storm sewer inlet relocation, manhole adjustments, approximately 1,935 square yards of new five-inch (5") Portland Cement Concrete (PCC) recreational trail (add alternate), sodding, erosion control, and other work related to reconstructing this street. Bids must be submitted electronically through the specified system. Each proposal must be accompanied by a certified or cashier's check or a bid bond in the amount of ten percent of the bid. The successful bidder must furnish a performance and maintenance bond equal to one hundred percent of the contract price, guaranteeing faithful performance and maintenance of the improvement for four years after completion and acceptance. All work must be completed within 130 calendar days of commencement or by a specified date, whichever comes first. The City reserves the right to reject any or all proposals and to waive technicalities and irregularities if deemed necessary and approved by the City Council. Preference will be given to products and provisions grown and coal produced within the State of Iowa and to Iowa domestic labor, as well as to resident bidders in accordance with applicable Iowa law.
