Site work for a power facility in Lawton, Oklahoma. Conceptual plans call for site work for a power facility.
The requirement is for the construction of a power generation and smart microgrid system to support mission-critical energy resilience at Fort Sill, Oklahoma. Work includes the design-bid-build construction of a 10.3 MW natural gas reciprocating internal combustion engine power plant, expandable to 18.0 MW if Bid Option 1 is exercised, including a compressed air starting system, distribution feeders, paralleling switchgear, transformers, protective relays, shared load bank, medium voltage circuit breakers, SCADA system, reclosers, and microgrid controls. The system shall provide at least fourteen days of resilient energy to support essential functions, operate connected to or independent from the utility electrical grid, shed non-critical loads, and support critical facilities identified in the Installation Energy and Water Plan. Construction includes installation of a 6-inch natural gas branch line to serve the plant and placement of the generation equipment within a weather-proof shelter on an elevated open site southeast of Building 3933. Bid Options 2 and 3 include two 2 MW/MWh battery energy storage systems. The Government is seeking industry feedback regarding the potential use of a Project Labor Agreement for this large-scale construction project.
