Defence Construction Canada (DCC) is inviting contractors and suppliers to apply to be placed on an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional, and civil work required by the Department of National Defence at CFB Halifax and its satellite sites in Nova Scotia. The OCSL will be used to tender construction services with an estimated value of $10 million and below. Contractors and suppliers may request to be placed on the OCSL at any time, with preference given to early applications. All contractors and suppliers on the OCSL will be invited to bid electronically through MERX as opportunities arise. Contractors may be required to attend site meetings prior to tender closing. Only those registered on the OCSL and with an active MERX account may submit bids. The language selected at application will apply for all documents and communication for the duration of the OCSL. Existing participants on the previous OCSL must re-apply to be considered for the new term. DCC may require additional pre-qualification requirements for specific tenders. Opportunities may be set aside for Indigenous businesses, which must be registered in Indigenous Services Canada’s Indigenous Business Directory. Contracts will include measurable performance standards and requirements; unacceptable performance may result in removal from the OCSL. All contracts are subject to DCC’s Procurement Code of Conduct and may include security requirements, such as Designated Organization Screening or Facility Security Clearance. DCC reserves the right to reject applications that do not meet stated requirements and to request clarifications from applicants. Pre-qualification requirements: Contractors and suppliers must submit an application through MERX, indicate a preferred official language, have an active MERX account, and may be required to meet specific security and performance requirements. For opportunities set aside for Indigenous businesses, registration in Indigenous Services Canada’s Indigenous Business Directory is necessary. Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform.
