Defence Construction Canada (DCC) invites contractors and suppliers to apply to be placed on an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional, and civil work required by the Department of National Defence at 5 Wing Goose Bay and its satellite sites in Newfoundland and Labrador for a three-year period. The OCSL will be used to tender construction services with an estimated value of $10 million and below. Interested contractors and suppliers may request to be placed on the OCSL at any time and must submit their request through the MERX posting, indicating their preferred official language, either English or French. Contractors and suppliers that were on the previous OCSL must re-apply. The language selected will be used for all future correspondence, tender, and contract documents for the duration of the OCSL. Electronic bids require an active MERX account and only those registered on the OCSL for a specific tender may bid. DCC may require additional pre-qualification for specific tenders and reserves the right to use or establish other source lists. Tenders may be set aside for Indigenous businesses and may require sub-contracting to Indigenous businesses registered in the Indigenous Business Directory. Contracts may have security requirements and require adherence to DCC’s Performance Evaluation Guidelines and Procurement Code of Conduct. Applications that do not meet requirements may be rejected or removed. Written responses may be requested for clarification or confirmation of information. By participating, contractors and suppliers consent to public disclosure of their legal name, address, and inclusion status on the OCSL.
