Defence Construction Canada is inviting contractors and suppliers to apply to be placed on an Open Construction Source List for commercial, residential, industrial, institutional, and civil work required by the Department of National Defence at 14 Wing Greenwood and its satellite sites in Nova Scotia for three fiscal years. The Open Construction Source List will be used to tender construction services with an estimated value of $10 million and below. Contractors and suppliers must submit a request through the MERX posting and indicate their preferred official language. Contractors and suppliers who wish to bid must be registered on the Open Construction Source List used for the tender call, and they require an active MERX account to submit electronic bids. Previous participants must re-apply for the new term. Defence Construction Canada reserves the right to continue using existing source lists, establish other lists for specific services with different pre-qualification requirements, verify interest, and remove non-interested parties. Additional pre-qualification requirements may be imposed for specific tenders. Opportunities may be set aside for Indigenous businesses, which must be registered in Indigenous Services Canada’s Indigenous Business Directory, and joint ventures bidding on such opportunities must include at least one member registered on the list. Some contracts may require sub-contracting to Indigenous businesses and the inclusion of an Indigenous Benefits Plan. Contracts will include measurable performance standards, and contractors with unacceptable or failing scores may be removed from the list. All contracts are subject to the Defence Construction Canada's Procurement Code of Conduct. Organizations or individuals declared ineligible or suspended by Public Services and Procurement Canada may be removed. Standard Construction Contract Documents - Electronic Bidding will be used. Contracts may have security requirements, including Designated Organization Screening and reliability status for personnel, or more stringent requirements. Defence Construction Canada reserves the right to reject applications not meeting requirements and to request clarifications or confirmations. By responding, applicants consent to the public disclosure of their legal name, address, and inclusion on the source list. The Open Construction Source List may be used for procurements covered by trade agreements to which Canada is a party. Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform.
