Site work and new construction of a water / sewer project in Palmyra, Wisconsin. Completed plans call for the construction of a 1,512-square-foot water / sewer project.

Construction of a Water Treatment Plant (WTP) to house granular activated carbon water treatment equipment to treat PFAS-impacted water from existing Wells #1 and #3 in the Village of Palmyra, WI. The WTP consists of a new 54-foot x 28-foot building with cast-in-place concrete foundation floors, two-wythe concrete masonry and cut stone walls and insulation, steel standing seam roof, wood fascia and soffit with metal covers and trim, wood sheathing and gypsum board ceiling; FRP and hollow metal doors and frames; louvers; aluminum windows; plumbing; heating; ventilation; painting; interior and exterior lighting; electrical; process instrumentation and control; supervisory control and data acquisition (SCADA) system improvements; mechanical piping, valves, flowmeters, and appurtenances. Water Treatment Equipment includes two 12-foot diameter x 24-foot (approx.) tall granular activated carbon (GAC) adsorption vessels each containing approximately 1,330 cubic feet of GAC; pre-manufactured pipe/valve skid; and one new liquid chemical feed system. Site work includes horizontal directional drilling (HDD) of 8-inch PVC from Wellhouse #1 to the new WTP; 8-inch diameter PVC C900 water main and valves; 1-1/2-inch diameter copper water service to the WTP; hydrant; 1-inch copper water service to Wellhouse #1; 12-inch and 6-inch diameter drain piping; 30,000-gallon nominal capacity buried precast concrete detention tank; submersible waste pump; HDPE low pressure sewer main with connection to new sanitary sewer; PVC C900 gravity sewer main; two sanitary manholes; 12-inch apron endwall, one storm manhole, three storm inlets, 12-inch RCP storm sewer; site grading; concrete stoops and sidewalk; aggregate base course and asphalt pavement for driveway and parking areas; erosion control; street restoration; and site restoration. All work shall be awarded under a single contract. 15% participation for MBE/WBE utilization Each proposal must be accompanied by a certified check or bid bond equal to at least 5% of the bid amount, payable to the Owner as a guarantee that if accepted, the bidder will execute and file the proper contract and bond within 15 days after award. No bid may be withdrawn within 60 days of opening. Minimum wages must be paid according to Federal Davis Bacon Wage Rates. The project anticipates use of Wisconsin DNR Safe Drinking Water Loan Program funding, and a good faith effort must be made to achieve a combined minimum goal of 15% participation for MBE/WBE utilization. Requirements related to the "Build America, Buy America" act apply to all iron, steel, manufactured products, and construction materials used in the project. The Owner reserves the right to waive or reject any or all bids.
