Bids must be submitted in an opaque, sealed envelope plainly marked with the contract title and addressed appropriately. Bidders may obtain contract and specification documents at the designated administration office. A mandatory pre-bid conference walk through is required for all bidders. Each bid must include a bid bond, bank draft, or certified check in the amount of 10% of the bid. The successful bidder must provide payment and performance bonds for the full amount of the bid at contract award. Compliance with all applicable laws, including prevailing wage rates, is required. Bidders must demonstrate their ability to perform the specified work both financially and otherwise. The Board reserves the right to reject any or all bids, waive informalities, and award the contract to the lowest responsible bidder. The Owner reserves the right to liquidate the bid security (if applicable) if the low bidder fails to execute a contract with the Owner to perform the specified roof repairs and replacement. Power wash entire roof section, including flashings and walls with Simple Green or TSP and thoroughly rinse. Be sure to rinse low areas and drains several times to ensure all cleaning residue is removed. Hot Steam washing is permitted. Remove as much of existing aluminum surfacing as possible. Ensure all moisture has been dried prior to applying any coating. 2. All necessary field and flashing repairs must be done according to good construction practices, including the removal of all wet insulation and defective materials as identified through a moisture detection survey such as an infrared scan and replacement with like-materials. Install new flashing ply overlay to all parapet flashings. 3. All roof areas must promote positive drainage. Ensure roof is dry before prior to restoration application. Include a minimum of 500SF of field repair in base bid. 4. Apply Garla Block Primer to any newly installed modified bitumen membrane at a rate of 0.5 GAL/SQ. 5. Apply base coat of Liquitec at a rate of 4 GAL/SQ on previously coated surfaces to cover entire roof. 6. Embed 40" wide Grip Polyester Soft into base coat by rolling over the fabric surface to fully saturate and encapsulate, ensuring no wrinkles, voids, or vertical fibers. The roof restoration project scope is limited to roofing sections 2,3,4 at Harnew Elementary School (Approximately 12,550 sq. ft.)
