The City is seeking qualified firms to provide professional design engineering services for facility upgrades at the Norton Recreation Center. Services include project assessment, development of design documents, preparation of plans and specifications, and construction-phase design support for future improvements. Norton Recreation Center, located at 1554 Art Townsend Drive, San Bernardino, CA 92408, is a public recreational facility that serves residents, families, and community programs throughout the City. Over time, the facility has experienced significant wear and deterioration due to continuous operation, aging infrastructure, and mechanical system failures. As a result, comprehensive facility and mechanical system upgrades are required to restore reliable functionality, improve safety, enhance energy efficiency, and support continued public use. The project consists of mechanical and electrical upgrades to the Mechanical Room to restore reliable operation, improve system performance and support continued facility use. Mechanical work includes removal and replacement of existing air handling equipment, including associated coils, drain pans, vibration isolation, ductwork modifications, piping connections, and integration with the building control system. The work also includes replacement of the domestic hot water heater and heating hot water boiler (if needed); installation of a City-furnished chiller and associated chilled-water pump; and installation of an additional chiller and pump to accommodate increased cooling demand. Additional mechanical improvements include installation of new insulated chilled water and domestic hot water piping, replacement of damaged heating hot water piping, upgraded pressure and temperature relief piping, replacement of interior supply and return air devices, and replacement of damaged exterior air louvers.
