A timeline for the award has not yet been established.* The Contractor shall furnish all labor, tools, materials, equipment, and supervision necessary to complete the Work found in Attachment A (Specifications_Water Interconnection to Ridgeville Ph 2B) and Attachment B (IFB Plans_Water Interconnection to Ridgeville Ph 2B) and as according to the terms and conditions found in the entire solicitation document. Project shall include the furnishing of all labor, materials, and equipment required to install approximately 27,000 linear feet (LF) of new 16-inch water main via mostly open-cut, along with one (1) jack and bore operation and five (5) horizontal directional drill operations; approximately 10 LF of 12-inch water main; (32) 16 DIRJ gate valves; (1) 12 DIRJ gate valve; (22) fire hydrant assemblies; (8) air release valves; and (79) new water service lines; associated appurtenances; surface restoration; and other all incidentals, as detailed in the Contract Documents and as specified herein. This project may be funded in whole or in part by the South Carolina Infrastructure Investment Program (SCIIP), which is administered by the South Carolina Rural Infrastructure Authority (RIA) and funded by federal State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All federal SLFRF requirements and SCIIP requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM) and may not be debarred from doing business with the federal government. Respondents on this work will be required to comply with all applicable federal regulations, including those listed in the Contract Documents. Dorchester County (the County) invites qualified firms to submit bids for the Water Interconnection to Ridgeville Project - Phase 2B. This Invitation for Bids (IFB) document provides background and general information for Respondents and should be used in the development of bids. Question Deadline 02/12/2026 at 5:00 PM ET Questions or clarifications concerning this invitation should be posted to the solicitation on the OpenGov Procurement portal at the link provided above, or directed by email to only Rebecca Dantzler at RDantzler@DorchesterCountySC.gov. The Contractor agrees that if the Work, or any part thereof, is not completed within the time agreed upon in this Contract or any extension thereof, the Contractor or its sureties shall be liable to the County in the amount of $1,000.00 per day for each and every calendar day the completion of the Work is delayed beyond the calendar date in this Contract, as fixed and agreed liquidated damages and not as a penalty; and the County shall have the right to deduct from and retain out of monies which may be then due or which may become due and payable to the Contractor, the amount of such liquidated damages; and if the amount so retained by the County is not sufficient to pay in full such liquidated damages, the Contractor shall pay to the County or its sureties the amount necessary to effect payment in full of such liquidated damages. Liquidated Damages will not be assessed for any adjustment of the Contract Time for completion of the Work granted in accordance with the provisions of this Contract. Permitting the Contractor to continue and finish the Work or any part of it after the time fixed for its completion, or after the date to which the time for completion may have been extended, will in no way be deemed a waiver on the part of the County of any of its rights under this Contract. Contractor shall examine and thoroughly familiarize himself with all existing conditions including all applicable laws, ordinances, rules, and regulations that will affect his work, prior to submitting a bid. It is the responsibility of the contractor to ascertain by any reasonable means all conditions that will in any manner affect his work. Contractor shall contact the Purchasing Services Manager for any additional information that he deems necessary for him to be fully informed as to exactly what is to be expected, prior to submitting a bid. This, however, shall not relieve the Contractor of the necessity for fully informing himself as to existing physical conditions. Before a bid is considered for award, the Bidder may be requested by the County to submit a statement providing additional information regarding their previous experience in performing comparable work. The installation of 23,622 LF of new 16-inch water main via open-cut, 3,317 LF via horizontal directional drill (5 operations), and 69 LF via jack and bore (1 operation); 10 LF of 12-inch water main via open cut; (32) 16 DIRJ gate valves; (1) 12 DIRJ gate valve; (22) fire hydrant assemblies; (8) air release valves; and (79) new water service lines; associated appurtenances; surface restoration; and other all incidentals, as detailed in the Contract Documents.
