Project work includes on-call Construction Management (CM) and inspection services for the Department of Watershed Management (DWM) in support of its Capital Improvement Projects (CIP). The DWM is the primary provider of water and wastewater services in DeKalb County, Georgia, serving a population of nearly 735,000 residents. This makes DWM one of the largest water and wastewater utilities in Georgia and the southeastern United States. These projects may include, but are not limited to, water and sewer line replacement, pump stations, storage tanks, and treatment facility upgrades. The Consultant will be issued task-specific assignments, referred to as Task Orders, by the County on an on-call, as-needed basis, and is expected to respond flexibly to these service needs. The Consultant shall adjust staffing levels as necessary to meet the requirements of each assignment. Pricing shall be provided in accordance with the scope of work detailed herein and as outlined in the Construction Management Services Work Breakdown Structure Template (Exhibit 5). All rates shall be FIRM FIXED HOURLY RATES, inclusive of all costs-direct and indirect-including labor, administration, overhead, profit, and all other expenses necessary to deliver the Construction Management (CM) services described in this RFP. The CM services requested under this RFP are intended to support various projects within DeKalb County's $4.27 billion Capital Improvement Program (CIP), which is focused on the purchase, construction, enhancement, and replacement of the County's water and sewer infrastructure to ensure reliable service delivery now and into the future. These projects may include, but are not limited to, water and sewer line replacement, pump stations, storage tanks, and treatment facility upgrades. The Consultant shall be responsible for ensuring all construction activities are managed in accordance with the approved construction Contract Documents, technical specifications, and applicable local, State, and Federal regulations. The Consultant must provide its own office space for CM staff; office space will not be provided by DeKalb County. Additionally, the County will not compensate for travel time to and from the Consultant's office or to project sites. In the event of any conflict of opinion between the Consultant and the Engineer on matters requiring both parties' input, the Engineer's opinion shall prevail. he Scope of Work shall include the following major phases with specific items and conditions: Pre-Construction Services Construction Inspection and Other Field Services Meetings and Progress Reports.
