Design Services and Construction Administration Services for Swan Creek Road from Meridian Road to Merrill Road in Saginaw, MI. All questions regarding this RFP shall be submitted in writing to Dan Armentrout via email. The last day for written questions to be submitted to the SCRC will be February 27, 2026. This Road project includes the design of approximately 2 miles of roadway improvements through Saginaw County. Swan Creek Road between Meridian Road and Merrill Road is a two-lane Major Collector carrying approximately 1,784 vehicles per day. The project shall be designed according to 3R/4R standards and in accordance with a typical MDOT Federal-Aid project. Our vision for the project is to resurface the roadway and provide a 6-foot paved shoulder beginning 2,600 feet east of Meridian Road, continuing through the curves, and ending at Fenmore Road. The remainder of the project will include 2-foot paved and 1-foot gravel shoulders. The project is intended to overlay the roadway with 3.5 inches of HMA. The paved shoulders will be constructed over the existing gravel shoulders. Most of the roadway work can be designed and implemented as a log job.
