The Project is funded through several sources, including federal, State of Illinois, and Joliet Regional Port District funds. Bids will only be accepted from entities that have pre-registered with the Owner's Representative, as identified below. The project is to include: Base Bid - Work in this proposed Contract includes: installation of ductile iron water main, including jacking and encasement where indicated, and associated hydrants, valves, vaults and sleeves, water service piping and connections, and sanitizing and testing; PVC sanitary sewer main, including jacking and encasement where indicated, sanitary manholes, existing sanitary manhole reconstruction, and service piping and connection; erosion control, and; seeding, topsoiling and erosion blanket. The work will require coordination with the Contractor presently constructing the aircraft storage hangar that is to be served by the water and sewer extensions. All bidders/contractors shall be prequalified by the Illinois Department of Transportation (IDOT) in the Drainage Work Category; subcontractors shall be registered with IDOT for the type of work to be performed. The "BID PROPOSAL AND BID FORM" prescribes the method of bidding and the Federal and State Terms and Conditions of the proposed Contract. The successful bidder shall be bonded and insured, shall comply with all Federal and State Contract Provisions as prescribed in the Bid Proposal, and shall pay the prevailing wage for each trade or craft as determined in the then current Davis-Bacon Wage Determinations made by the U. S. Department of Labor for the "covered area" of Romeoville, Illinois; Will County. Bidders must contact the Owner's Representative below for permission to bid. The Bidder shall possess at the time of bid, and maintain during the Project, an Illinois Department of Transportation (IDOT) prequalification in the Drainage Category. Bid and Project information will be delivered to registered bidders by email transmittal. The For Bid List of Bidders can be used by IDOT Registered Subcontractors to contact authorized prime contractors to offer a quote for their portion of the work. Only printed bids using the Bid Form provided, with the required signed forms, bid bond and other specified items on the "Checklist", will be accepted, and are to be received QA date - 2-24-2026 Questions from bidders shall be accepted by the Owner's Representative at the contact information above until ten (10) days prior to the Bid Opening.
