Separate and sealed proposals will be received for the Adrian Road Water Line Extension, Contract Number 25-1A and Contract Number 25-1B. Bidding Documents are available via email at no charge, or printed copies may be purchased for a nonrefundable fee. Addenda will be issued only to plan holders on record. Each proposal must include a certified check, cashier's check, or bid bond in the amount of not less than ten percent (10%) of the proposal total. The contracts are subject to the Davis-Bacon and Related Acts, requiring laborers and mechanics to be paid prevailing wage rates. The project is funded by grants and loans administered by the EPA and the Pennsylvania Infrastructure Investment Authority and is subject to the Build America Buy America (BABA) Act, Pennsylvania Steel Products Procurement Act, and American Iron and Steel requirements. Contractors must demonstrate compliance with federal Executive Orders 11625, 12138, and 12432, as well as EPA regulations, through documentation of efforts to solicit Disadvantaged Business Enterprises (DBEs), including the Six Good Faith Efforts to identify and solicit DBEs for project construction, equipment, services, and supplies. The Authority reserves the right to waive any informality and to accept or reject any or all bids. No bid may be withdrawn for sixty (60) days after the scheduled closing time for receipt of bids. Project Cost Estimate: Contract Number 25-1A - $1,050,000 Contract Number 25-1B - $1,700,000 This project will extend a 12-inch diameter water main from the existing Kittanning Suburban Joint Water Authority (KSJWA) Water Treatment Plant, along public roads and private water line rights-of-way, to a connection to the existing KSJWA water system in the Village of Adrian. The project has been divided into two separate contracts, namely Contract Number 25-1A and Contract Number 25-IB. Unless otherwise specified, where the terms Contract or Contractor are used, they shall apply to both Contracts Numbered 25-1A and 25-1B. The Adrian Road Water Line Extension shall include, but not be limited to, the following: Furnish and install all required pipe, valves, fittings, fire hydrants, air release valves, and other related water line appurtenances, to the extent indicated on the Contract Drawings or described herein. Furnish and install new water service connections to the existing homes and structures for which public water service from KSJWA has been requested and approved. Connect to the existing water mains at the locations shown on the Contract Drawings. Furnish, install and maintain all soil erosion and sedimentation control measures necessary to prevent accelerated erosion, all in compliance with the Erosion and Sedimentation Control Plan displayed on the Contract Drawings, the NPDES Stormwater Permit, and the applicable requirements ofthe Pennsylvania Department ofEnvironmental Protection and the Armstrong County Conservation District. E. Install the water line stream crossings as shown on the Contract Drawings. Install bored crossings beneath the railroad and highway pavement, as shown on the Contract Drawings. All required excavation and backfill, including furnishing and installation of coarse stone aggregate as called for elsewhere herein, and disposal of excess and unsuitable excavated materials. Hydrostatic testing ofthe installed water lines. Disinfection and bacteriological testing ofthe completed water lines. Compliance with the requirements of the Pennsylvania Department of Transportation, Armstrong County, and East Franklin Township, relative to the public highway occupancy, highway openings, backfill, compaction density testing, shoulder and pavement restoration, and traffic control. Complete cleanup ofthe entire work area. Complete all required surface restoration, including seeding and mulching disturbed earth areas, and all paving restoration. All excavation and earthen material encountered during installation ofthe water main and services shall be unclassified. No extra payment shall be made for rock excavation or rock boring, for either the water main or service lines. The work relative to the installation ofwater lines and appurtenances shall be done in accordance with these Specifications and applicable Contract Plans and Documents. The Bidder shall examine carefully these Specifications and all Contract Documents for information and guidance relative to the proper form and method for submission of bids, to accompanying surety, to provisions for letting the Contract and other pertinent details, and shall examine carefully the site of the work. All distances and stations shown on the Plans and in the Detail Specifications are based upon horizontal measurements. The CONTRACTOR shall make all necessary allowances for actual slope distances. Hydrants and other appurtenances indicated on the Plans are not shown to scale, and the exact location will be determined in the field by the ENGINEER. The work to be done under the Contract Documents, as shown on the Contract Plans and described herein, shall include the furnishing and/or installation of materials, equipment and any other necessary work as required for the proper completion, operation and use of the facilities, together with the furnishing of all tools, equipment, labor, materials, utility and transportation services and other such items incidental to the execution of the work; all as intended or reasonably implied in the Contract Documents and these Specifications. The work will include but shall not be limited to the following: locate and protect all utilities; remove as much pavement as may be necessary; remove all barriers and such other surface obstacles where necessary; perform all grading and excavation, including excavation below the bottom of the pipe and fittings, at all bell holes or where joints are to be made, and below the bottom of the pipe where rock is encountered, in order to provide the proper material for the bedding of the pipe; construct and maintain all bridges required for traffic control; sheet, brace and support the adjoining ground or structures, particularly along all walls; handle all drainage of ground water; remove all concrete blocking, fittings and appurtenances as required to permit connection to the water system and make such connections thereto; remove existing water lines, if indicated; install the specified pipelines, fittings, valves, fire hydrants, blowoffs, air release valves, anchors, service line connections, encasement, casing and other appurtenances as required; construct all indicated road, stream and railroad crossings; backfill and tamp all trenches and excavated areas; remove all surplus excavated and waste materials; restore all drainage gutters, drainage structures and subsurface drainage facilities beneath such gutters; replace or restore damaged hedges, trees and shrubs; reconstruct all damaged curbs, walks, roadway surfaces and other surface areas; restore all such other structures and facilities in their original condition in a substantial manner; hydrostatically test and disinfect the completed water lines; clean the sites of the work; maintain the streets and other surfaces over the trenches and complete all other related work, all as intended or reasonably implied in the Contract Documents.
