Summary The Winooski One hydro generation plant is comprised of three identical turbine generators. Each generator has a dedicated Basler DECS-200 for control of excitation. The Department has three new DECS-250 units on hand ready for installation to replace the older excitation controllers. This project includes engineering design and documentation updates as well as physical installation of the new devices in accordance with the design. Scope of Work The scope of work includes three parts: 1) Engineering design and documentation of the excitation controller updates. This must include schematic drawings specific to each turbine generator. 2) Physical installation of the new DECS-250 units in accordance with the design. 3) Setup and commissioning of each turbine generator with the new DECS-250 installed Evaluation of Proposals February 9, 2026 Selection of contractor February 9, 2026 Date project may begin* February 16, 2026 Date project must be completed* March 20, 2026 NOTE: Project dates may be affected by river flows; installation shall be completed while flows are minimal, prior to Spring runoff, so that one turbine generator may be offline for DECS-250 installation while the remaining two produce maximum available power.
