The contractor must provide all supervision, labor, tools, materials, equipment, services, and testing required to accomplish the Renovate First Floor for New Kitchen project in accordance with construction drawings and specifications for project 438-21-403. Work includes demolition of walls, floors, ceilings, equipment, HVAC, and electrical systems as indicated in the plans, along with site work such as fencing, excavation, grading, paving, and protection of existing utilities. The contractor is responsible for identifying all existing utilities prior to any excavation and must remove from the VA site all materials and equipment not scheduled for reuse. Construction activities include architectural, structural, mechanical, and electrical improvements to convert the first floor of Building 5 into a new kitchen while maintaining operation of the existing second-floor kitchen. Phasing is required to ensure continuous food service for VA staff and patients during construction, and coordination with other ongoing construction projects is expected to minimize disruption to hospital operations. Night and weekend work will be required for activities that cannot occur during normal business hours, typically between 5:00 p.m. and 6:00 a.m. All construction personnel will require VA badging, including background checks and submission of required forms. The contractor must procure and manage Submittal Exchange for all submittals, RFIs, ASIs, VA-purchased contractor-installed equipment shop drawings, and other project tracking requirements. A full-time site superintendent and site safety and health officer must be present during all construction activities. The contractor must promptly report any discrepancies between plans and as-built conditions to the Contracting Officer and shall not adjust work without written direction. All drawings, designs, and specifications developed under the contract will be the exclusive property of the U.S. Government. The contractor must provide a list of items for which no substitutions will be accepted. Work shall be performed Monday through Friday and completed within 550 calendar days from the date of award unless otherwise directed. Construction may not occur on federal holidays or weekends without approval.
