Site work and paving for a mixed-use development in Baraboo, Wisconsin. Completed plans call for site work for a water / sewer project; road / highway; sidewalk / parking lot; for paving for a road / highway; and sidewalk / parking lot.

The work includes furnishing of all materials and equipment and performance of the following work, per the Plans, Specifications and Contract Documents (PS & CD). This project is partially funded by the Local Road Improvement Program (LRIP). The Base Bid work for the above-referenced contract includes the following improvements: o Full roadway reconstruction with a curbless gutter design on N Pine St from Milwaukee Ave to Jefferson St and on E Chestnut St from Milwaukee Ave to N Pine St, including associated utility improvements o Pedestrian improvements at the crosswalk across Bridge St, north of the Bridge St/Chestnut St intersection o Removal of the existing traffic signal at the N Pine St/E Jefferson St intersection o Traffic signal modifications at the N Pine St/Milwaukee Ave intersection to eliminate the westbound Milwaukee Ave to southbound Pine St left-turn movement Major work items and approximate quantities for which bids are requested include: 6,115 SY of asphalt removal; 1,300 SY of concrete removal; 45,900 SF of concrete sidewalk, including 25,000 SF of colored concrete; 2,950 LF of curb and gutter; 290 LF of new 8-inch PVC water main; 1,000 LF of new storm sewer pipe; and associated lighting, signage, traffic control, pavement marking, restoration, and landscaping. The project includes two mandatory Alternative Bids: Alternative Bid #1 for an asphalt roadway and Alternative Bid #2 for a concrete roadway. Major work items and approximate quantities for Alternative Bid #1 include approximately 4,300 CY of common excavation (including EBS); 5,900 tons of base aggregate dense 1 1/4 -inch (including EBS); 2,850 tons of breaker run (including EBS); 960 SY of concrete pavement, including colored concrete; and 1,200 tons of HMA pavement. Major work items and approximate quantities for Alternative Bid #2 include approximately 3,700 CY of common excavation (including EBS); 6,000 tons of base aggregate dense 1 1/4 -inch (including EBS); 1,600 tons of breaker run (including EBS); 3,400 SY of concrete pavement, including colored concrete; and 460 tons of HMA pavement. The project also includes a mandatory Additional Bid for the construction of two archways located at the north and south termini of the project along N Pine St. A Bidders qualification statement form will be issued with the Bid Documents. The Bidders Qualification Statement form must be completed and submitted in a sealed envelope at the time of Bid submittal. No bids will be accepted from any Bidder who has not submitted a Bidders Qualification Statement form. Contractors who have submitted prequalification statements to the City of Burlington shall state this on their Bidders Qualification Statement form. These prequalification forms will be reviewed; however, updated proof of qualification may be requested by the Owner prior to acceptance of any bid. The Owner reserves the right to reject the bid of any Bidder who has been determined to be unqualified. As a part of their Bids, Bidders shall submit a full and complete list of: 1) all of their proposed Subcontractors, and 2) the class of work which each will perform. The selected Contractor shall not alter this list without the written consent of the Owner. The PS & CD require that the selected Contractor and Subcontractor(s) furnish a Certificate of Insurance. Bidders shall submit Bids on blanks prepared for that purpose and shall state prices in writing and in figures. Use the form contained in the PS & CD. Bidders should pay attention to the requirements for Bid signatures, as set forth in Bid Security. Bidders may not withdraw their Bids within the 60-day period after the date of the Bid Opening. The Owner will only consider Bids from Bidders who accompany them with bank money order, a Bid Bond, or a qualified certified check, payable to the City of Burlington, in the amount equal to 5 percent of the Bid. This requirement serves to guarantee that, if the Owner accepts the Bid, the selected Contractor will execute and deliver the proper Contract Agreement and Bonds within 15 calendar days after the Notice of Award by the Owner. Failure to return these documents within this prescribed time will result in forfeiture, to the Owner, of the selected Contractor's cash, Bid Bond, or cashier's check, as liquidated damages. The Owner reserves the right to reject any or all bids, waive or not waive any informality in the bids received and to accept any proposal, which they deem most favorable to the interests of the Owner, the City of Burlington. Question Deadline 02/12/2026 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Questions received less than seven days prior to the date for opening of Bids may not be answered.
