The City of Garden City is seeking qualified consulting firms for pre-construction engineering and project management in the Kansas Department of Transportation’s (KDOT) Work Category: 212 – Highway Design-Minor Facility, and also construction inspection in the equivalent of KDOT’s Work Category: 241. The project is the City Connecting Link Improvement Program (CCLIP) project 28KA-7884-01, involving pavement reconstruction of approximately 1,000 centerline feet of a 4-lane urban arterial with curb and gutter and other ancillary work on Fulton Street/US-50B, between 3rd Street and Washington Street. The scope of services includes engineering design for bidding by KDOT, with plans to be developed for a tentative letting in August 2027, and inspection during construction is anticipated as part of the services. Technical proposals must describe the processes and procedures proposed to meet the project completion deadline and must include information such as project manager/engineer in charge, history of similar projects, staff availability, cost-effective practices, and any sub-consultants involved. Required attachments include completed certification forms and tax clearance certificates. Proposals must be submitted as a single PDF file, not exceeding 15 MB in size, with the main text limited to six pages not including required attachments. No costs should be included in the technical proposal.
