Renovation of a clubhouse / community center in Arcola, Illinois. Working plans call for the renovation of a clubhouse / community center.
This Request for Proposals is issued in accordance with applicable Illinois procurement laws and best practices, including but not limited to the Illi-nois Municipal Code (65 ILCS 5), the Illinois Prevailing Wage Act (820 ILCS 130), and other applicable state and federal requirements. This project is anticipated to exceed applicable bidding thresholds, and the City intends to award the contract to the lowest responsible and responsive proposer providing the best overall value, as determined by the City Council. The City of Arcola, Illinois ("City") is soliciting sealed proposals from qualified contractors for the expansion and reroofing of the Arcola Center. The project consists of (1) construction of an approximately 800 square foot post-frame building addition and (2) removal and replacement of the en-tire existing roof system with new 40-year steel roofing. The City intends to select a contractor with demonstrated experience in post-frame construction and steel roofing systems for municipal or simi-lar facilities. All work shall comply with the Illinois Prevailing Wage Act. Current pre-vailing wage rates as determined by the Illinois Department of Labor shall be paid for all applicable labor classifications. Certified payroll records shall be submitted in accordance with state law. A. Post-Frame Building Expansion The selected contractor shall provide all labor, materials, equipment, and supervision necessary to construct an approximately 800 square foot post-frame addition to the existing Arcola Center; including but not lim-ited to: Site preparation and layout Post-frame structural system, including posts, framing, and connections Foundation elements appropriate for post-frame construction Exterior wall materials compatible with the existing structure Integration with the existing building, including weather-tight connec-tions Coordination of roof tie-in with the existing structure Compliance with all applicable building codes and ordinances Final dimensions, orientation, and design details will be coordinated with the City prior to construction. B. Tear-Off and Reroofing The selected contractor shall remove and dispose of the existing roofing system on the entire Arcola Center and install a new steel roofing system with a minimum 40-year manufacturer warranty. Work shall include: Complete tear-off and proper disposal of existing roofing materials Inspection of roof decking and structural elements; replacement of dam-aged components as needed (with City approval) Installation of new underlayment Installation of new 40-year steel roofing panels New ridge caps, trim, flashing, fasteners, and accessories Weather-tight integration with the new post-frame addition 3. Proposal Requirements Proposals shall include, at a minimum, the following, and failure to pro-vide required information may be grounds for rejection: Contractor name, address, contact person, phone number, and email Statement of qualifications and experience with similar post-frame and roofing projects At least three (3) references for similar projects completed within the last five (5) years Detailed scope narrative describing the proposed construction approach Lump sum project cost, with separate pricing for: Proposed project schedule Manufacturer information and warranty details for the steel roofing sys-tem Proof of required insurance 4. Evaluation Criteria Proposals will be evaluated based on responsiveness, responsibility, and compliance with this RFP. The City anticipates awarding the contract to the lowest responsible and responsive proposer, consistent with Illinois procurement best practices. Evaluation factors may include: Compliance with RFP requirements Demonstrated experience and qualifications Quality and durability of proposed materials Ability to meet the proposed project schedule Cost and overall value to the City References and past performance 5. Insurance, Bonding, and Licensing A. Insurance The selected contractor shall provide, at a minimum: Commercial General Liability Insurance ($1,000,000 per occurrence /$2,000,000 aggregate) Workers' Compensation Insurance in compliance with Illinois law Automobile Liability Insurance ($1,000,000 combined single limit) All policies shall name the City of Arcola as an additional insured and re-main in effect for the duration of the project. B. Licensing Contractor shall hold all licenses required by the State of Illinois and shall comply with all federal, state, and local regulations. 6. Permits and Compliance The contractor shall obtain all required permits and approvals and shall comply with all applicable federal, state, and local laws, regulations, and building codes. 7. Payment and Retainage Payments shall be made in accordance with the Illinois Prompt Payment Act. The City may withhold retainage not to exceed ten percent (10%) of each progress payment, to be released upon final acceptance of the proj-ect. Progress payments may be approved based on verified work in place. Payment terms will be negotiated with the selected contractor and incor-porated into a written agreement. Progress payments may be considered based on completed milestones. 8. City Rights and Reservations The City of Arcola reserves the right to: Reject any or all proposals Waive informalities or minor irregularities in proposals Determine the lowest responsible and responsive proposer Request clarification or additional information Negotiate scope, schedule, or price consistent with Illinois law Cancel this RFP at any time when deemed in the best interest of the City Award of the contract shall be subject to approval by the Arcola City Council. 9.
