Site work and paving for a road / highway in West Fargo, North Dakota. Completed plans call for site work for a road / highway.

Seal Coat on various highways in Cass County, North Dakota. Major items of work include: CRS-2P Emul Asph Cover Coat, CL 41 S-Term, 4" Marking, totaling 312,696 gallons, 679,077 square yards, and 592,388 linear feet. Pavement widening exists at various locations on all projects, including intersections of major roads, section line roads, private drives, and field approaches. These areas will be chip sealed. The Engineer in the field will determine the locations of these areas. In addition to the requirements of Section 420.04 of the Standard Specifications, the Engineer reserves the right to have an additional sweeping of the entire road surface to remove any loose material immediately prior to the application of permanent striping (approximately one month after completion of the seal coat work). All costs associated with this work shall be included in the price bid for other items. The Contractor shall not sweep the chips off the road in the following locations: Hwy 34 From State Hwy 18 to 800' East - Through Arthur - (Approximately 2,311 SY) Round Hill Dr / Libra Ln / River View Rd From 88th Ave S to Hwy 81 - (Approximately 12,620 SY) Total pickup area = Approximately 14,931 SY. In this area the Contractor shall use a "pickup" type sweeper to remove and dispose of the chips in a location determined by the Contractor and approved by the Engineer. In places where regular sweeping takes place (all other areas not listed above) the contractor shall sweep all chips to the opposite side of the road when rural farms are present along roadway. TRAFFIC CONTROL: FLAGGING AND A PILOT CAR SHALL BE REQUIRED IN ACCORDANCE WITH THE APPLICABLE SECTIONS OF THE STANDARD SPECIFICATIONS. The lump sum bid for Traffic Control for project CH2607 shall include all costs for flagging and the pilot car, and the quantity of signs required for all the highways listed in this set of plans. Flagging and pilot car will not be measured for separate payment. The Contractor shall furnish the necessary signing as shown on the Construction Sign Layout and Standard Drawings, "Construction Sign and Barricade Details," under Type A, H, K, L, and C-C as required by the Contractor's operation. Refer to the sign layout sheet for sign quantities. Portable signs can be used as an alternative to post mounted signs. HAUL ROADS: The Contractor's attention is directed to Section 107.08 of the Standard Specifications regarding the use of public roads for hauling materials to the project. No township roads anywhere in Cass County shall be allowed for haul road usage, except within the project limits, unless permission is granted from the respective township. It shall be the Contractor's responsibility to investigate the suitability of routes with the agency having control of the road prior to submitting a bid Only electronic bids will be accepted and must be completed through Bidexpress.com, supplying a North Dakota contractor's license number. A bidders bond amounting to 5% of the bid, payable to Cass County, must accompany each bid. Paper bid bonds must be submitted by 1 pm the day of the bid letting. Certified or Cashier's checks are not accepted. Bids not complying with bond requirements will not be considered. Contractors may be required to submit information detailing their ability to perform the work. The County may determine prequalification status and reserves the right to deny bid documents based on responsibility determination. The County reserves the right to reject any or all bids and to waive any irregularities. All bidders must be qualified under North Dakota law. HAUL ROADS: The Contractor's attention is directed to Section 107.08 of the Standard Specifications regarding the use of public roads for hauling materials to the project. RAILROAD PROTECTIVE LIABILITY INSURANCE: This project crosses the Red River Valley & Western Railway on Hwy 9 and Hwy 16 and the Burlington Northern Santa Fe Railway on Hwy 26. The type of work that will be performed within the railroad right of way is Sealcoating and Chipping. Inquiries about protective liability insurance should be directed to: bnsf.railpermitting.com. CRS-2P: The Contractor Shall follow requirements of Section 420.04 C of the Standard Specifications for application of bitumen. The CRS-2P quantities for this project were based on estimated rates of 0.40 GAL/SY for mainline (CL 41 Agg) and 0.20 GAL/SY for shoulders. The actual application rate will be determined by the Engineer. FOGGING: The SS-1H or CSS1H emulsified asphalt material used for fogging of the cover coat material shall be diluted 50% during the application. The application rate of diluted fog coat is estimated at 0.05 GAL/SY. The bid amount for this item will be undiluted gallons. The actual application rate will be determined by the Engineer. Manifest tickets will be required for payment. When fogging overlap centerline joint by 1' either way, so the center 2' will require an application rate of diluted fog coat of 0.1 GAL/SY. Fogging is not required over pavement messages. Stay 10' away from each message with fogging operation, if emulsified asphalt is tracked over messages, it will be the contractor's responsibility to clean or replace messages at the contractor's expense. MAILBOXES AND APPROACHES: All mailbox shoulder locations should be chipped 100' on each side of mailbox to allow the mail carrier to deliver mail. Approaches should be chipped as directed by the engineer in the field. WEED CONTROL: Successful bidders as part of their supply contract will be required as part of the bid acceptance to comply with the following: 1. Noxious weeds must be controlled within the pit and extraction area each year in compliance with North Dakota State Agriculture Department recommendations for noxious weed control. 2. The county weed officer shall inspect the pit and extraction area before any materials shall be removed and shall by written letter certify operator's compliance with the North Dakota Department of Agriculture's recommendations for noxious weed control. 3. Any questions concerning the certifications of compliance for noxious weed control and the requirements thereunder are available from the County Weed Officer at (701) 298-2388. This request is made pursuant to section 4.1-47 of the North Dakota Century Code. AGGREGATES: The attention of the bidders is directed to M.S. 298.75 (Aggregate Material Tax), pursuant to the removal of aggregates from any deposit in Clay County, Minnesota.
