Roadway surface repair services are required at the J. Strom Thurmond Dam and Lake Project, involving milling of existing asphalt, replacement of asphalt pavement, and associated roadway maintenance needed to restore safe and durable driving conditions. All work must comply with applicable Federal, state, and local laws, regulations, policies, contract specifications, and referenced standards. Roadway surfacing activities must include necessary drainage improvements to ensure proper runoff and prevent water accumulation. The contractor shall provide all labor, equipment, materials, supervision, and incidentals to perform roadway milling, asphalt replacement, and related maintenance while minimizing disruptions to ongoing project operations and ensuring the safety of personnel and the public. One Firm-Fixed-Price contract will be awarded using a Best Value Tradeoff process in which Technical and Past Performance factors are significantly more important than Price, and the Government reserves discretion to make tradeoffs among non-price factors. Amendment 001 revises the Performance Work Statement and CLINs to incorporate updated project quantities, increasing total square yardage to 53,839 and raising Ridge Road to 16,931 square yards, with all documents, maps, and pricing updated accordingly. Amendment 002-3 extends the Period of Performance and revises service quantities, increasing total square yardage to 64,306, with Petersburg increased to 10,734 square yards and Modoc to 11,058 square yards, and adjusts the Period of Performance for Lake Springs and Ridge Road to end on 01 April 2026.
