Site work and paving for a road / highway in Electric City, Washington. Completed plans call for site work for a road / highway; and for paving for a road / highway.

The project is for a Road Safety Action Plan and Downtown Corridor Plan for the City of Electric City. Questions regarding the project must be submitted to the city by the specified deadline. Proposals are due by the indicated date and time, either by mail or hand delivery to the specified address. Questions regarding this project are due to the city no later than Wednesday , January 28, 2026 , at 1:00 pm. The combined RSAP + DCP project aims to: 1. Provide a comprehensive diagnosis of transportation safety performance (all users: drivers, pedestrians, bicyclists, micromobility, and others) across the City, including the downtown corridor; 2. Review and update policies, standards, maintenance practices, speed and access management, particularly for the downtown/mixed-use corridor context; 3. Engage City staff, tribal/adjacent jurisdictions, businesses, residents (with particular emphasis on under-represented or underserved populations), and corridor-area stakeholders in a meaningful outreach process 4. Identify prioritized safety strategies (engineering, education, enforcement, evaluation) and corridor improvements (pedestrian/bicycle facilities, lighting, placemaking, wayfinding, minor capital & operational changes) that serve both safety and downtown vitality goals; 5. Produce a prioritized list of candidate projects (for RSAP) and a corridor implementation plan (for DCP) including cost estimates, timelines, lead agencies, anticipated funding pathways, and grant-readiness commentary; 6. Develop a monitoring and performance-evaluation framework for the City to track progress, measure outcomes (reductions in serious injury/fatality, increased walking/biking, improved corridor access) and adapt over time; 7. Prepare final plan documents suitable for City Council adoption and use for grant applications (SS4A, HSIP, etc.). 4. Scope of Work The consultant shall perform, at minimum, the following tasks, separated by the two key deliverable tracks (RSAP and DCP). It is anticipated that the consultant will coordinate and integrate work across both tracks to ensure that corridor recommendations are aligned with the broader road safety plan.
