The project includes the hauling and disposal of aerobically digested dewatered Class B sludge during any one calendar year from the Telford Borough Authority's Wastewater Treatment Plant for land application or landfill disposal. The sludge, dewatered by centrifuge and collected in 20 yd. dumpsters provided by the hauling contractor, is to be transported from the plant. Also included is the hauling and disposal of liquid sludge generated at the plant to a permitted facility chosen by the Contractor on an as-needed basis, and backup hauling of liquid sludge to the Pennridge Wastewater Treatment Plant on an as-needed basis. All labor, materials, supplies, equipment, permits, facilities, and appurtenances necessary to haul, use, process, and/or dispose of sludge in adherence with federal and state regulations must be included. Bids can be for dewatered sludge, liquid sludge, or both. The Telford Plant generates approximately 1,110 wet tons per year of dewatered sludge (~20% solids), and liquid sludge hauling is estimated at approximately 221,500 liquid gallons per month (~2% solids). The base contract is for two years with the option to extend for one year, or five years with an option to extend for one year, for each sludge hauling/disposal category. Bids must be on provided forms and include a certified check, bank draft, or bid bond of at least 10% of the bid amount. The successful bidder must provide a Performance Bond for 100% of the contract amount. The Authority may award more than one contract and reserves the right to reject any or all bids and to waive informalities. Bids may be held for up to sixty days for review and qualification purposes, and during this period, no bid may be withdrawn.
