City of Helena – West Helena is seeking the services of an engineering firm or individual to provide services for a leachate system improvements project at the Helena – West Helena Landfill. Selection procedures will follow State of Arkansas and Federal procurement requirements. All responses will be evaluated on specialized experience and technical competence, performance, capacity and capability to perform the work, and proximity to and familiarity with the project area. Negotiations will begin with the respondent obtaining the highest score in the evaluation process. Interested parties are invited to request a qualifications package and must submit three copies of their response to the Request for Qualifications by the deadline set.
