The work involves constructing approximately 126 groundwater pressure relief wells throughout the C-44 Reservoir site within the Comprehensive Everglades Restoration Plan (CERP) Indian River Lagoon South project area. The wells will be installed adjacent to the perimeter canal using typical water-well and USACE relief-well construction methods described in EM 1110-2-1914. Each well will be approximately 60 feet deep with a 10-inch stainless steel riser and high-flow screen set in an 18- to 24-inch diameter borehole. Filter pack materials of varying gradations will be installed as specified, with transitions between filter types where required. Above the filter pack, bentonite and grout will be placed by tremie to seal the borehole. Groundwater is expected to be slightly artesian, and subsurface conditions may include clays, silty sands, loose to dense sands, cemented sand layers, limestone or sandstone, and shell deposits. The contractor must maintain borehole stability and manage artesian pressures throughout drilling and installation. Following construction, each well must be developed, pump-tested, and accepted within five days. Outfall systems connected to each relief well will be constructed, consisting of a surface protection structure approximately four feet in diameter (such as a Florida Department of Transportation manhole or similar), along with a 12-inch discharge pipe terminating at the adjacent canal within a concrete headwall. Each outfall excavation must be completed within 14 days of starting work, and all outfall features must be completed within 60 days of well completion. The period of performance is anticipated to be 1,060 calendar days from Notice to Proceed, with work beginning within 60 days of receipt of the notice. The NAICS code for this project is 237990.
