This contract includes, but is not limited to, the construction of roadway, concrete box culverts and associated concrete work, and roadway improvements as per the construction plans prepared by Huitt-Zollars, Inc. The project is located near Cuba, NM. The 2019 Edition of the NMDOT Standard Specifications and Standard Drawings for Highway and Bridge Construction shall govern construction of this project. The project involves the replacement of Bridge #1787 in Sandoval County. Each bid must be accompanied by a bid bond made payable to Sandoval County in the amount of five percent of the total amount bid. Bidders shall submit sealed bids that are clearly marked. As a condition to submitting a bid, all bidders bidding as contractors are required to be prequalified with the NMDOT's Office of Inspector General seven days before bid opening per 18.27.5 NMAC. All subcontractors are required to be prequalified before performing any work and prior to supplying goods or services to the project. All bidders submitting bids valued over sixty thousand dollars ($60,000.00) shall be registered with the Department of Workforce Solutions (DWS), Labor Relations before bidding. The bidder's registration number shall be included on the bid form. The bidder's bid guaranty shall be five percent of the bidder's total bid amount and shall be submitted before bid opening. The bidder is not required to have a license from the CID for the project's work to submit a bid. However, upon becoming the apparent successful bidder, the bidder must obtain a valid license with the proper classification for the project's work within 30 days of the date on the notice of preliminary award letter. Federal and state wage rates are applicable, and the higher wage rate shall govern in the event of a discrepancy between the minimum wage rates in the DOL/DWS Wage Decision applicable to the contract. Failure to comply with these requirements shall render the bid non-responsive and the bid shall be rejected. The licenses required are (GA-1 or GA-98) and (GF-2 or GF-98) and (EE-98). The project is funded with federal aid. Pre-qualification requirements: Bidders must be prequalified with the NMDOT's Office of Inspector General seven days before bid opening. Bidders on projects valued over $60,000 must be registered with the Department of Workforce Solutions, Labor Relations, and include the registration number on the bid form. Bidders on the DWS list of willful violators of the Public Works Minimum Wage Act will be rejected and disqualified for three years from the date of publication of the list. A bid guaranty of five percent of the total bid amount must be submitted before bid opening. Upon award, the successful bidder must obtain the appropriate CID license within 30 days if not already held. Federal and state wage rates apply, with the higher rate prevailing in case of discrepancy.
