**As of April 14, 2026, the project was awarded to KEYSTONE EXCAVATORS, INC but the awarded amount is not available.** The Pasco County Board of County Commissioners invites vendors to submit bids for Zephyr Creek Phase 1 Drainage Improvements Project, as per the listed statement of work. ABSTRACT: This permit authorization is for the construction of a stormwater management system serving a proposed drainage improvement project in southeast Pasco County, which is being cooperatively funded by Southwest Florida Water Management District. The project consists of 6 separate components, located in 6 areas along Zephyr Creek between Stebbins Avenue on the north and US Highway 301 on the south. Impervious areas are not proposed with this project, and no attenuation/water quality treatment ponds are required. The 6 components of this project are part of the Lake Zephyr Watershed - Stormwater and Flood Management Master Plan comprehensive plan (1989), and are designed to improve drainage and reduce flooding in the watershed. Several portions of the Master Plan have been previously constructed under Permits No. 40002865.001, No. 40004266.000, No, 43010396.001, and No. 44027931.000 for storage and conveyance improvements. The 6 components of this project are: 1. Remove the existing constrictions/blockages in the 3 existing culverts at US Highway 301 2. Replace 36-inch and 54-inch circular culverts with 12-foot x 6-foot box culvert at Overbrook Boulevard 3. Replace the 72-inch x 36-inch arch culvert with a 12-foot x 6-foot box culvert at Palm Grove Drive 4. Remove sediment at the Vinson Avenue culvert 5. Replace the existing 72-inch circular culvert with a 12-foot x 6-foot box culvert at Jendral Avenue 6. Removal of the existing 60-inch culvert at the end of Stebbins Avenue. The Engineer-of-Record provided models to show that the proposed conveyance improvements, functioning together with the additional flood storage and other drainage features previously approved under Permits No. 40002865.001, No. 40004266.000, No, 43010396.001, and No. 44027931.000, would not cause adverse flooding impacts for events up to and including the 100-year 24-hour storm. A portion of the project is located within the US Highway 301 right-of-way, and construction is prohibited within this right-of-way until the Permittee obtains authorization from the Florida Department of Transportation (FDOT) for the proposed work.
