The Scope of Work is generally comprised of tree removal by felling; removal of fallen trees; removal of weak, dead, dying, or structurally compromised trees; stump grinding; stump removal; tree trimming; utility/service lines, structures and rights-of-way clearance; brush (tree debris) removal and on-call emergency tree services. On-call, emergency tree service is work related to weather conditions, natural disasters or events and hazardous situations that pose imminent danger to persons or property, and require immediate action as dictated by the County. All services will be ordered as needed and scheduled accordingly. Most work will be performed within the limits of York County and York County School Division property. Most of the current workload, which is maintenance or emergency in nature, is comprised of felling dead, dying or standing trees. However, tree removal requirements under the scope of these specifications will be all encompassing to include, construction site preparation, and various scales of clearcutting or harvesting. Numerous challenging factors and extensive jobs may require specialized equipment such as spider cranes; grapple saw crane, bucket lift and bucket truck, log truck, chipper, etc. Question Deadline 02/13/2026 at 1:00 PM ET Questions or comments related to this solicitation shall be directed to the Contract Officer Stephanie Cowden, VCA, Buyer mailto: stephanie.cowden@yorkcounty.gov. The County reserves the right to cancel this solicitation in its entirety at any time, to reject any and all proposals, and to refrain from making an award if it is determined to be in the best interest of the County. In the event of such cancellation, rejection, or decision not to award, Offerors shall have no claim or entitlement to any costs, reimbursements, or compensation of any kind arising from or related to this solicitation. Submission of a proposal confers no right to an award or to any expectation thereof.
