These actions will help reduce pollutant transport, increase shade to regulate stream temperatures, and restore floodplain functions. Reconnecting 2,800 feet of side channel will help decrease nonpoint source pollution, supporting regional TMDL goals. The Lower Mill Creek RM 4 Restoration Project, led by WWCCD and funded by the Washington Department of Ecology's Water Quality Program. The work includes installing engineered log jams and creating 0.5 acres of wetland to reduce erosion, filter pollutants, improve temperature, and reconnect floodplain and side channels to enhance habitat and stream function. The project is located on Mill Creek, west of Walla Walla, Washington, starting at Bunchgrass Lane and continuing downstream for about 0.5 mile. Major elements include installing a series of revetment log structures, log-jam and bank-habitat structures, and wetland creation through excavation. Proposals must cover materials, labor, equipment, and related items as required by the project plans and specifications. Bids must include a statement of qualifications, and a 5% Bid Guarantee or equivalent is required. Davis-Bacon wage determinations (Prevailing Wages) apply. WWCCD may reject all bids or waive minor irregularities in the bidding process.
