A firm-fixed-price construction effort will upgrade the McNary Dam spillway electrical system with a critical focus on modernizing the spillway hoist remote-control system. Work requires installing twenty-five networked Programmable Logic Controllers (PLCs) that must directly interface with the existing Generic Data Acquisition and Control (GDACS) system. Due to these integration requirements, the Government intends to specify OPTO-22 Groove EPIC processors and I/O components. The statutory authority for this brand-name specification is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(c), permitting a brand-name description when only one responsible source can meet agency needs. The Government seeks information from responsible sources capable of providing fully interoperable alternative components that integrate seamlessly with the existing OPTO-22 and GDACS infrastructure without custom middleware, separate software platforms, or additional specialized training. Interested parties must submit clear and convincing capability statements electronically. If no qualifying responses are received by the stated deadline, the subsequent solicitation will include the OPTO-22 brand-name requirement.
