The Contra Costa Transportation- Authority (CCTA) seeks an experienced consultant to help develop a Contra Costa- Countywide Emergency Evacuation Transportation Study (Study). The project is being funded by a Caltrans D4 Planning Grant. This Study will conduct a variety of assessments related to local and regional emergency preparedness, including local-level evacuation compliance assessments (per Senate Bill 99), a high-level evacuation route capacity, safety, and viability analysis (per Assembly Bill 747), and a countywide evacuation location analysis (per Assembly Bill 1409), inclusive of each of the 19 incorporated cities/towns and the unincorporated areas within CCTA’s jurisdiction. The Study builds upon Contra Costa County’s multi-jurisdictional Local Hazard- Mitigation Plan and the Contra Costa Fire District's, and other local fire districts’, ongoing fire mapping for this Study. There is general consensus among Contra Costa public agencies that climate-related and other hazard risks may result in multi-jurisdictional evacuations using routes that cross several jurisdictions. The Study will also consider the strategies included in the Bay Area Metropolitan Transportation- Commission’s (MTC’s) Evacuation Recovery Plans.
