Site work for a playground / park / athletic field in Newton, New Jersey. Completed plans call for site work for a 4,875-square-foot playground / park / athletic field.

The scope of work includes, but is not limited to, the removal of the existing approximately 4,875 square foot playground (mulch surfacing, perimeter border, play equipment, and associated components) and the installation of a new fully accessible playground of approximately the same size in the same location at Florence M. Burd Elementary School. The new installation will feature rubber safety surfacing, updated borders, inclusive play equipment, and associated site improvements. The full project scope is defined in the Contract Documents. Bids will be received for a lump sum price for the entire project, all trades, all inclusive. Bidders must be pre-qualified by the New Jersey Department of Treasury, Division of Property Management and Construction (DPMC) in category (C054) SITEWORK, and subcontractors for each of the major branches of work must also be prequalified by the DPMC. Bidders must submit a Certificate of Prequalification/Classification from the DPMC and an Affidavit as to the Total Amount of Uncompleted Contracts for themselves and all listed subcontractors. No modifications to the enclosed Instructions to Bidders, General Conditions, Supplemental Conditions, or Specifications will be permitted prior to bid acceptance except as may be allowed by addenda. Bids proposing modifications to the requirements will be rejected as non-responsive. Compliance is required with N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. An Initial Project Workforce Report (Form AA-201) will be required. A Statement of Ownership Requirement pursuant to N.J.S.A. 52:25-24.2 must be submitted by bidders, detailing the names and addresses of all persons and entities that own ten percent or more of its stock or interest at all levels of ownership. Bidders and subcontractors must comply with the Public Works Contractor Registration Act and possess current certification at the time the bid is submitted, as well as submit a Business Registration Certificate issued by the Division of Revenue prior to contract award. An affidavit regarding not being on the New Jersey or federal debarred lists must also be submitted with the bid. Bids must be accompanied by bid security in the form of a bid bond, or certified or cashier's check payable to Andover Regional Board of Education equal to 10% of the amount of the bid, not to exceed $20,000.00, and a Certificate of Consent of Surety per N.J.S.A. 18A:18A-25. Additional bonding requirements are specified in the Instructions to Bidders. The Board of Education reserves the right to reject any non-responsive bid or all bids and to waive minor informalities or non-material exceptions. The work generally consists of: 1. Site clearing and phased demolition as required for the proposed site construction. Remove existing playground equipment, footings, mulch surfacing, and playground border, and dispose of all waste in a legal manner offsite. 2. Phased construction of site improvements to minimize the exposure of subgrade soils to inclement weather. 3. Perform earthwork needed to re-grade the paved playground, to construct an underground drainage system for the new playground area, and as needed to construct all site improvements as shown on the plans. 4. Construction of new playground equipment, drainage infiltration system, resilient all-weather play surfacing, and special border curb. 5. Reconstruct walkway pavement areas adjacent to the playground to the lines and grades shown to satisfy ADA codes. 6. Restoration of vegetated areas, the spreading of topsoil, seeding, & mulching as required. 7. Control of access to the construction and staging areas with the installation of temporary fencing, signs, and construction traffic control. 8. Control of soil erosion and sediment during the term of the contract or until permanent ground cover has been established. 9. Engage an underground utility location company to mark out all buried utilities and underground obstructions in areas noted on the plans. 10. Engage a certified materialstesting and inspection company to verify that the construction materials and procedures related to all site work (including; pavements, footings, curbs, drainage system components, etc..) in the project, meet or exceed the project specifications. 11. Engage a licensed geotechnical (soils) engineer to dictate the soil compaction measures used to prepare subgrade soils for site work. The geotechnical engineer shall also review the soil compaction test reports prepared by the materials testing and inspection company and must certify that all specifications have been met. 12. Engage a licensed land surveyor to stake out construction and to check concrete forms before pouring same. 13. Engage a licensed land surveyor to perform an AS-BUILT SURVEY and submit same to the Architect when Substantial Completion inspection is requested. 14. Dispose of all excess soil, waste, and debris in a legal manner off-site. 15. Final cleanup, owner walk through and punch list. Contact the Architect's Project Manager or the School District Business Office to obtain clarification on rules for escorted access to the project site and procedures for obtaining an appointment.
