The work consists of furnishing all labor, materials, tools, and equipment necessary to construct the following: miscellaneous removals, excavation common, base aggregate dense, HMA pavement, removal and replacement of cross culvert and driveway culvert pipes, signage, restoration, and all incidental items necessary to complete the work. All bids shall be addressed to the Town of Winchester and enclosed in a sealed envelope, marked with the name and address of the bidder, "BID DOCUMENT," and the Project Title "Lakeview Road Bid" on the outside of the envelope. Bids must be mailed or hand delivered to the specified address by the stated deadline. All bidders must use the bid forms included in the contract documents. A Bid Bond in the amount of 5% of the total bid, payable to the Town of Winchester, must accompany the bid as a guarantee that if the bid is accepted, the bidder will execute and file the contract and the performance bond as required by the contract documents within 10 days after the notice of award. Failure to do so will result in forfeiture of the bidder's bid bond as liquidated damages. The Town of Winchester reserves the right to accept or reject any and all bids, waive any irregularities in bidding, or to accept any bid it deems most advantageous to the Town. No bid shall be withdrawn for a period of thirty days after the scheduled opening of the bids without the consent of the Town of Winchester.
