Sludge Removal and Land Application Wastewater Lagoon Cell 2 Larsen Winchester Sanitary District Winnebago County, Wisconsin Larsen Winchester Sanitary District will receive sealed proposals for the Sludge Removal and Land Application, Wastewater Lagoon Cell 2 project for their Wastewater Treatment Facility located in the Town of Clayton, Winnebago County, Wisconsin. Work includes removal of municipal wastewater sludge from Lagoon Cell 2, transportation of the sludge, and land applying sludge to WDNR approved agricultural fields, including injection or incorporation into the soil. Bids: Proposals shall be prepared and submitted on the forms provided in the bid documents. All proposals shall be submitted in a sealed envelope labeled "Proposal -Sludge Removal and Land Application Project, Larsen Winchester Sanitary District". Bid Security/Withdrawal/Rejection: No bid will be received unless accompanied by a certified check or bid bond equal to at least 5% but not more than 10% of the bid payable to Larsen Winchester Sanitary District as a guarantee that if the bid is accepted, the Bidder will execute and file the Contract, Performance and Payment Bonds, and Certificate of Insurance within fifteen days after the award of the Contract If the successful Bidder files the Contract, Bonds, and Certificate of Insurance, the Owner shall return the check or bond upon execution of the Contract. If the Bidder fails to file the Contract, Bonds, and Certificate of Insurance, the amount of the check or bid bond shall be forfeited to Larsen Winchester Sanitary District as liquidated damages. No bid shall be withdrawn after the opening of the bids, without the consent of the Owner, for a period of sixty (60) days after the scheduled time for closing of the bids. The Owner reserves the right to reject any and all bids and to waive any informality in the bidding.
