Project scope includes but is not limited to improvements to bike lanes, ADA compliant sidewalks, curbs and ramps, drainage improvements, crosswalk signals, traffic signal, intersection upgrades, landscaping, shade trees, green stormwater infrastructure, way finding and interpretive signage, public art, informative kiosks, street lighting, utility coordination, crosswalks, transit stop improvements or upgrades, as well as other scopes of work that may be identified during preliminary design. As of May 28, 2026, an engineer has been selected. A firm timeline to construction start has not been determined. Original RFP for Engineering Services below for reference: The City of Phoenix is seeking a qualified consultant to provide Engineering services for the Phoenix Sky Harbor International Airport Land Reuse Area Cultural Corridor project. Services will include final design and construction administration and inspection. The project is located in an area bounded by 7th Street and 16th Street, between Sherman Street and Interstate 17. Question Submission Deadline: February 20, 2026, 4:00pm Submitted via the Procurement Portal. The construction of this project will utilize federal funds and is subject to the requirements of Federal Regulations under the Rebuilding America Infrastructure with Sustainability and Equity (RAISE) program. The consultant team should have staff that are familiar with compliance of federal grant funded construction projects. The City of Phoenix received a Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant to for the construction of a "Cultural Corridor" that reconnects disadvantaged and underserved communities adjacent to Phoenix Sky Harbor International Airport. The purpose of the grant is provide mobility, safety, and livability (such as shade, historic interpretation and public art) in the land reuse strategy area west of the airport. The scope of work includes final plans, specifications and estimates for protected and shared bike lanes; Americans with Disability Act (ADA) compliant sidewalks and curb ramps; drainage improvements (if required); High Intensity Activated Crosswalk (HAWK) signals; traffic signal and intersection upgrades; landscaping; shade trees; green stormwater infrastructure (GSI); wayfinding and interpretive signage; public art; informative kiosks; streetlighting; utility coordination; high visibility crosswalks; transit stop improvements or upgrades; public outreach and stakeholder coordination; legal descriptions for temporary construction easements and potential minor right-of-way acquisition that may be required for ADA compliance only; and other scope of work items that may be identified in the active preliminary design project. The Aviation Department has completed preliminary design services that include data collection, conceptual alternatives, hardscape alternatives, 15 percent preliminary design, stakeholder and public outreach, environmental clearance (Individual Categorical Exclusion), traffic analysis, topographic survey, and right-of-way maps. See attached Exhibit B for the 15 percent preliminary design document. Final design (this project) will include all necessary construction documents, including but not limited to sealed reports, plans, specifications and estimates to construct the items required in the scope of work. Active Transportation design includes, but is not limited to protected bike lanes, shared bike lanes, and ADA sidewalk improvements. Traffic signal and intersection upgrades include, but not limited to new HAWK signals, high visibility crosswalks, potential signal upgrades, and safety improvements. Wayfinding, interpretive signage and monumentation, public art, and kiosk signage includes, but is not limited to determining content, locations size, and functionality of improvements through public involvement. Sign and kiosk verbiage may also be required. Hardscape and landscaping design include, not limited to identifying locations and implementing types of City approved landscaping and hardscaping. The Consultant team will also look for opportunities to implement GSI features. Stakeholder and public outreach is required on this contract. The Consultant team shall have the capability of providing the full range of public outreach services, including, but not limited to; preparing materials for public or stakeholder meetings, developing stakeholder lists, preparing project flyers, providing input into the City hosted project website, Spanish interpretation of materials and translation services during community meetings, and providing hotline and email services. Duties for Construction Administration and Inspection include but are not limited to, managing construction contracts in accordance with federal, state and local guidance, reviewing and evaluating the Contractor's schedule and progress payment applications, conducting construction progress meetings, reviewing project submittals including request for information and field directives, reviewing change orders and allowance utilization, completing daily diaries, coordinating utility relocations, tracking and recording construction progress and performing final inspection and making recommendations for final completion.
