The City of Linn Kansas is seeking qualified consulting firms for construction inspection in the category equivalent to the Kansas Department of Transportation’s Work Category 241 – Roadway and Bridge Construction Inspection. The project involves improving pedestrian safety, specifically a Transportation Alternatives sidewalk, ramp, curb cut, and crossing improvement project. The work includes analysis to determine proper sign and pavement marking placement using established engineering principles along both sides of 5th Street between Main and Highway 15, as well as from 5th Street north on Oak Street to the school. The consultant is expected to provide construction inspection services, which include inspection of the location and installation of appropriate signs, pavement markings, traffic control, and construction work-zone signing according to construction plans. Additionally, the consultant will inspect all material testing as required by project specifications, oversee installation of erosion control and seeding, and complete all paperwork required to complete project construction. Qualified consulting firms must be pre-qualified by KDOT in the relevant work categories. Technical proposals must not exceed six pages and should describe processes and procedures to meet project deadlines, include best practices, project manager or engineer in charge, history of similar tasks, availability of staff, and identification of any sub-consultants and their roles. No costs shall be contained in the technical proposal. Required attachments include Special Attachment No. 9 (“Certificate of Final Indirect Costs”) and Special Attachment No. 10 (“Tax Clearance Certificate”).
