The 2024 Lava Fire on the Boise National Forest destroyed multiple range fence improvements essential for managing livestock on the Payette C&H allotment and preventing unauthorized or excess livestock use from neighboring lands. Approximately 59,183 feet (11.2 miles) of fencing must be reconstructed or replaced in accordance with the 2025 Lava Post Fire EA. The project encompasses three pre-existing boundary fences damaged by the wildfire: the Mill Creek Summit Boundary Fence, the Thirdfork Boundary Fence, and the Payette-Ola C Boundary Fence. Reconstruction includes furnishing all necessary materials and rebuilding fences to the specified construction standards while connecting to existing cattle guards that remain intact. Work will occur in remote areas with limited access and staging opportunities, requiring all activities to remain within a 20-foot corridor along the designated fence route. Minor clearing of downed debris is permitted, but no live trees may be cut, and the fence path may only deviate slightly to avoid major obstacles. Soil conditions and accessibility will vary, and small equipment may be used within the buffer area where practical. All threatened and endangered vegetation, including Whitebark Pine, must be fully avoided, and fencing may not be attached to trees under any circumstances. If cultural or heritage resources are discovered, work must stop until guidance is provided by forest heritage staff.
