It is Anticipated That a Bid Will Be Awarded and or Rejected at the Armstrong County Board of Commissioners Meeting Held at 9:00 a.m. At 450 East Market Street, Kittanning, Pa 16201 on June 4, 2026. The County Reserves the Right to Waive Any Informalities or to Reject Any or All Bids, for Any Reason. This Project Will Be Financed in Part by a Grant From the Commonwealth of Pennsylvania, Commonwealth Financing Authority. Armstrong County is Under a Project Labor Agreement With the Pittsburgh Regional Building and Trades Council, Afl-cio and Affiliate Unions. All Contractors That Wish to Bid This Project Will Accept, Be Bound to, and Be Complicit With the Terms of This Labor Agreement Through the Contract Period of This Project. Disadvantaged Business Enterprise (Dbe) Contractors Are Encouraged to Bid. Bidders Are Encouraged to Consider Dbe Subcontractors and Suppliers. Three Copies of the Bids Must Be on the Forms Furnished by the County and Must Be Accompanied by a Certified Check or Bid Bond, in the Amount of 10% of the Bid, Made Payable to Armstrong County.
