The City of Burlingame (City) is seeking proposals from qualified civil engineering consulting firms to perform a comprehensive Storm Drain Master Plan (Master Plan). The goal of the Master Plan is to identify a series of projects to increase the efficiency and effectiveness of the City's existing storm drain system. The Master Plan shall put forth practical and cost-effective improvements to the City's storm drain system that can address deferred maintenance of the City's stormwater infrastructure and mitigate recurring stormwater-related problems. The Master Plan shall include the following key objectives: o Identify gaps in utility information in coordination with City staff and perform necessary surveys to identify these utilities o Update the City's GIS database with survey information and verified asset inventory o Development of a drainage system hydraulic model to assess current and future capacity requirements for a 30-year design storm event o High-level cost estimates for infrastructure improvements required to meet a 100-year design storm event o Sea level rise planning aligned with San Mateo County's latest vulnerability assessments and adaptation strategies o Evaluation of stormwater pump stations for capacity, effectiveness, and replacement needs o Update existing culvert analysis for project prioritization o Green infrastructure planning and implementation strategies that meet MS4 permit requirements o Identification and prioritization of improvement projects for inclusion in the City's Capital Improvement Program (CIP) o Grant funding opportunities analysis and strategies to leverage federal, state, and regional funding sources o Development of a 20-year stormwater management implementation plan The final deliverable will include a prioritized short- and long-term Capital Improvement Program (CIP) plan with detailed descriptions, planning-level cost estimates, and specific recommended order of implementation. An analysis of current funding mechanisms and strategies to maximize existing funding will also be part of this Master Plan, as well as recommendations for developing long-term, sustainable funding strategies to maintain the City's storm drainage system infrastructure based on a review of best practices in California.
