Joliet, IL. 60433 jstecyk@fpdwc.org (815) 722-0269 This scope of services is provided as a guide and will be used as a basis to evaluate proposals that are submitted to the District. Consultants may wish to clarify, separate, or subcontract work items to meet their firm's particular qualifications or expertise. A. Phase II - Engineering: Final Design Task 1. Geotechnical Investigation a. The Consultant shall perform soils investigations as required for final design of the trail, bridge, and boardwalk. b. The Consultant shall provide direction to the boring company. c. The Consultant shall provide the District with two (2) hard copies and one (1) PDF of the geotechnical report Task 2. Hydraulic and Drainage Studies a. The Consultant shall evaluate existing drainage patterns and develop final drainage design for the proposed improvements, including major and minor drainage crossings. b. The Consultant shall perform hydrologic and hydraulic analyses and modeling as required for culvert, bridge, and other waterway crossings consistent with IDOT, IDNR, USACE, and Will County requirements. c. The Consultant shall evaluate floodplain and floodway impacts, including encroachments, compensatory storage needs, and mitigation measures as required. Identify potential comp storage locations where needed. d. The Consultant shall evaluate detention/retention requirements, if applicable, and identify feasible detention/retention locations and concepts. e. The Consultant shall prepare required text, calculations, and exhibits to support permitting and project report documentation, and shall coordinate agency review through approval. Task 3. Permitting and Coordination a. The Consultant shall coordinate with Will County, ComEd, IDOT, Will County Highway Department, IDNR, Will/South Cook SWCD, IEPA, Army Corps of Engineers, local municipalities, and any other local agencies necessary, to comply with any codes and permit requirements. The Consultant shall prepare permit applications and supporting exhibits and coordinate submittals and fees with the District. b. The Consultant shall meet with local City, District, County, and any other regulatory agencies to initiate this project, review progress, and discuss issues through the duration of the contract. The Consultant shall provide meeting minutes for each meeting. This project consists of advancing the DuPage River Trail - Weber Road Improvements from engineering work completed in Phase I to final design, permitting, and preparation of bid-ready construction documents in accordance with IDOT and applicable requirements through a CMAQ/TAP-L grant. Phase II will include design of the paved trail, pedestrian bridge, and elevated boardwalks; preparation of cost estimates, and coordination to secure all required permits and approvals. Proposals must be submitted in accordance with the Request for Proposals and Qualifications for Professional Services. The Forest Preserve District of Will County reserves the right to accept any proposal or any part thereof, to waive any informalities, and to reject any or all proposals. This project addresses a gap in the regional DuPage River Trail system to connect the City of Naperville and the Village of Bolingbrook in Will County. The project corridor is generally along the east side of Washington Street/Weber Road, south of Royce Road, north of Boughton Road. B. Project Purpose The intent of this Project is to provide Phase II Engineering services for a multi-use trail to (1) close a north-south gap between Bolingbrook and Naperville along Weber Road, and (2) advance the trail connection and related improvements through final design, permitting, and preparation of bid-ready construction documents in accordance with CMAQ/TAP-L and applicable federal and IDOT requirements. The District is responsible for the 20% local match for this phase. Project components include: 1. Completion of final design of a 10-foot wide multi-use trail, approximately 1 mile in length. Grading, drainage, pavement sections, restoration and erosion control, signing and striping, and ADA compliance are also included. 2. Completion of final pedestrian bridge design, approximately 180 ft. in length. 3. Completion of elevated boardwalk system, approximately 1270 ft. in length. 4. Preparation of project cost estimates and quantities. 5. Preparation of construction plans and specifications. 6. Full bid documents with all required permits. 7. The Consultant must be prequalified with IDOT in the appropriate categories for this work.
