New construction of a fire / police facility in Florence, Alabama. Completed plans call for the construction of a 2,000-square-foot, one-story above grade fire / police facility.
The scope of work consists of all components to construct an approximate 40'x50' commercial building for the City of Florence, Alabama. The building shall consist of two classrooms, one storage room, and a foyer. Specifications detail the foundation, framing, exterior finishes, roofing, interior finishes, mechanical systems, electrical systems, and life safety requirements. Instructions to bidders: - All questions concerning specifications should be directed to Chief Tim Anerton at (256) 718-5043. - Proposals must be accompanied by a bid bond or a cashier's check in an amount not less than five percent (5%) of the total bid price or $10,000 payable without recourse to the City of Florence, AL. The check or bid bond must be provided as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fourteen (14) days after Notice of Award. - The successful bidder must furnish a performance bond in the amount of 100% of the contract price and a payment bond in the amount of 50% of the contract price upon the forms provided. Performance and Payment Bonds must be from an approved surety company holding a permit from the State of Alabama to act as surety. - All bidders should be familiar with the competitive bid laws as contained in Title 39 (1997) of the Alabama Code, and the provisions of State law governing "General Contractor" as set forth in ALA.CODE 34-8-1, et seq. (1975), and related regulations. - Preference shall be given to resident contractors in Alabama as defined in Section 39-2-12, per the requirements of Title 39-3-5,1975 (a). Nonresident bidders domiciled in a state giving preference to local contractors will be awarded Alabama public contracts only on the same basis as Alabama contractors bidding in those states. - The Owner reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the Owner, and to reject non-conforming, non-responsive, or conditional bids. - No Bidder may withdraw their bid within sixty days from the date set for receiving the bids. 1. General Requirements Building footprint : 40 ' x 50 ' main structure with 10 ' x 6' foyer addition . Occupancy : Commercial - educational / training facility . Rooms : 2 Classrooms (30'x40 ', 20'x34 '), 1 Storage Room (20'x6 '), 1 Foyer ( 10'x6 '). 2. Foundation & Slab Contractor shall furnish all labor , materials , equipment , and supervision necessary to complete all dirt work and site preparation required for construction of a 40 ' x 50' building slab . Work shall include , but not be limited to , clearing , excavation , grading , filling , leveling , and compaction of the building pad . Subgrade shall be properly compacted to meet applicable industry standards and shall provide a firm , stable , and uniform base capable of supporting the concrete slab and building . Contractor shall remove all organic material , debris , unsuitable soil , and soft or unstable areas and replacewith approved fill material as necessary. - Compaction Standard "Subgrade shall be compacted to a minimum of 95% of Standard Proctor density , unless otherwise specified ." - Responsibility Clause " Contractor assumes responsibility for settlement or failure of the slab resulting from improper site preparation or compaction ." Contractor shall ensure final pad elevations , dimensions , and slopes are correct and provide positive drainage away from the building footprint . Site shall be inspected and approved prior to placement of any forms , reinforcement , or concrete . Contractor shall be responsible for correcting any deficiencies identified prior to or resulting from improper site preparation . Reinforced concrete slab -on -grade foundation . Minimum 4" thickness with thickened edge footings . Vapor barrier below slab . Finished grade shall match or exceed the adjacent building elevation . 3. Structural Framing Exterior walls : Wood framing , 2x6 studs @ 16" o.c., with R- 19 batt insulation . Interior walls : Wood studs , 2x4 @ 16" o.c., with soundproofing insulation for noise control . Roof structure : Engineered wood trusses with a 4/12 pitch . Attic insulation : TBD (to be selected per energy code and owner's requirements ). 4. Roofing System Roof decking : 5/8 " OSB or plywood sheathing . Underlayment : Synthetic roofing felt . Finish : 30-year architectural asphalt shingles . Gutters & downspouts : Galvanized steel . 5. Exterior Finishes Brick veneer : Installed around the bottom 3 feet of all exterior walls , except foyer . Above brick : Painted metal wall covering (commercial -grade ribbed steel panels ). Foyer : Full -height glass walls with aluminum framing . Exterior trim : Painted metal trim . Exterior paint : Factory-finished baked enamel on metal panels and trim . 6. Doors & Windows Main entrance : Double - leaf aluminum / glass commercial doors , outward swinging . Classroom entry doors (from foyer ) : Solid core wood doors , single -leaf, outward swinging , with 4 " x 30 " side - pane vision windows . Storage room door : Solid core utility door . Windows : Aluminum -framed , double -glazed , one per classroom . 7. Interior Finishes Walls : " gypsum board , taped , finished and painted . Ceilings: Suspended2'x2' acoustic tile ceiling in classrooms and foyer, with 9' interior height . Floors : Sealed and stained concrete throughout (classrooms , foyer , and storage ). 8. HVAC & Mechanical System: Pad-mounted split unit (owner -furnished , already purchased ). Mounting : Installed on exterior concrete pad, north side of building . Ductwork : Sheet metal ducting with insulation wrap . Ventilation : Exhaust fans as required by code . 9. Electrical Lighting : - LED ceiling fixtures throughout . - Rooms # 1 and # 2: Fixtures shall be dimmable , with multiple switch zones for partial room control . Exterior : Wall - mounted LED fixtures at the main entrance . Power : - Outlets: Per owner's specifications - 39 interior receptacles and 3 exterior receptacles . - Service: 200A commercial panel (final size to be confirmed per load calculation). Low Voltage : - HDMI cable and conduit installed in each classroom for audiovisual connectivity . - Locations TBD (to be determined per owner's requirements and equipment layout ). 10. Plumbing No plumbing systems included in this building . 11. Life Safety & Accessibility Exit signage : Illuminated exit signs above egress doors . Fire extinguishers : Wall -mounted units per code . Accessibility : ADA - compliant doors and thresholds
