The bid proposal for these materials shall be sealed and plainly marked on the outside of the envelope with the bidder’s name and address as well as the title 'Jolliff Bridge Water Main Project Phase 1.' The City of Centralia reserves the right to reject any or all bids or to accept the bid that appears to be in the best interest of the City. No bidder may withdraw a bid for thirty (30) days after the bid opening. Interpretation of bid documents will be made only by addendum duly issued.
