The work includes approximately 1500 square yards of asphalt milling and approximately 1500 square yards of asphalt paving and appurtenance. Copies of bidding forms, specifications, and other contract documents are available at the office of Alpha Engineering Co., Inc. All prospective bidders must register through Alpha Engineering Co., Inc. to receive bid documents. Bids must be submitted on contract forms and completed in strict accordance with the provided instructions. Only documents obtained directly from the Engineer will be valid at bid opening. Hardcopies are available for a fee. A Certified Check payable to the City of New Kensington, or a satisfactory Bid Bond executed by the Bidder as acceptable surety, in the amount equal to ten percent (10%) of the total of the Bid must be included with each bid. Bids may be held by the Owner for up to 60 days for review and investigation of bidder qualifications before awarding the contract. The successful bidder will be required to furnish satisfactory Performance, Labor and Materials Payment, and Maintenance Bonds. The Owner reserves the right to accept or reject any or all bids. All sealed bids must be clearly marked on the envelope with the contract number and name. The project is regulated under Equal Employment Opportunity requirements, and the contractor should make a good faith effort to solicit proposals from Minority, Women, and Section 3 Business Enterprises for potential subcontractors. Successful contractors must attach Certification of Compliance with HUD Labor Standards as specified in the Davis-Bacon Act and furnish weekly payrolls. Davis-Bacon Wage rates and other federal requirements apply and are included in the bidding documents. All bidders must comply with Westmoreland County's Section 3 Plan included in the bidding documents when related.
