The work includes providing repairs and improvements to the Santa Margarita River Levee System at Marine Corps Air Station Camp Pendleton. The project consists of raising portions of the levee profile by approximately 2.5 to 4.5 feet using soil cement, constructing a stability berm approximately 3 feet high by 10 feet wide along about 1,100 feet of the east levee, and using an estimated 50,000 cubic yards of soil cement and fill material sourced from an identified borrow site. Work will require establishment of an onsite soil cement batch plant. Several relief wells will be installed on the Air Station Segment, and a new toe drain will be installed or existing toe drains will be abandoned and replaced along the interior of the levee system. A graded gravel filter ditch will be constructed at the landside of the Air Station Segment and Floodwall. Scour and erosion mitigation will include armoring the riverside of the levee system with launch stone consisting of approximately 36-inch diameter graded stone placed to heights between five and eight feet. The existing reinforced-concrete floodwall will be strengthened with additional reinforcement and concrete, and existing cracks will be filled with cement grout and expandable sealant. Several 10- to 12-foot-wide maintenance paths and ramps will be constructed to allow access to both the riverside and landside of the levee, and a 15-foot vegetation-clearance corridor will be required along the project features. Vegetation restoration will be performed within temporary impact areas. All work shall comply with environmental requirements, including NEPA and Camp Pendleton environmental and operational criteria. In accordance with FAR 36.204, and DFARS 236.204, the estimated construction price range for each project is between $100,000,000 and $250,000,000.00. The estimated total contract performance period is 1096 calendar days.
