Renovation of a military facility in East Granby, Connecticut. Completed plans call for the renovation of a military facility.
The requirement covers the restoration and preservation of one C-130 and one A-10 static display aircraft at Bradley Air National Guard Base. Work includes sheet metal repair, corrosion control, surface preparation, bird proofing, and applying a high-quality polyurethane heritage paint scheme. The effort must be performed by a small business under NAICS 488190 and will result in a single Firm-Fixed-Price award using a best value trade-off where technical and past performance factors carry significantly greater weight than price. All details, including the full Performance Work Statement, site visit information, and evaluation factors, are contained in the attached solicitation documents. All prospective attendees must RSVP via email to the contract specialist, MSgt Bezerra, David david.p.bezerra.mil@army.mil, and 1st Lt Devine, Justin, justin.devine.2@us.af.mil, no later than 4:00 PM EST on Monday, February 16, 2026. The email must include the full name, company name, and driver's license number for each individual attending. This information is required to coordinate base access. Failure to RSVP by the deadline will result in being denied entry SCOPE OF WORK: The project consists of restoration and preservation of C-130 Static Display Aircraft, tail #80-0322, and A-10 #79-103 on display at Bradley Field, East Granby CT 06026. The Primary goal is to preserve the history of the Connecticut Air National Guard and maintain authenticity of the static display aircraft. The contractor shall provide all personnel, tools, equipment, material, supervision, technical expertise, and other related items necessary to perform restoration of the aircraft. Restoration and preservation consist of sheet metal work, maintenance repairs, bird proofing, and painting. Preparation of the surface of the aircraft includes pressure washing, stripping paint, sanding paint and corrosion repair to make the surface compatible to new paint with proper collection of paint chips, etc., so that no environmental hazard is created. All tasks performed shall be accomplished in a workmanship like manner and in accordance with applicable federal, state, and local regulations and any OSHA requirements. The contractor shall also ensure all personnel are provided with appropriate personal protective equipment for the work being performed. The contractor will paint the aircraft in accordance with commercial practices and manufacturers'recommended procedures. The contractor will comply with all environmental codes and regulations while performing the services of this contract. Applicable work elements consist of, but are not limited to the following: NOTE: The C-130 aircraft currently has the operational C-130 Grey paint scheme with Connecticut tail-flash. The new heritage paint scheme (pictures attached) will be changed to include the unit's heritage colors gray- 16173, black- 17038, white- 17875, yellow- 13538, and blue- 15095. The A-10 will be repainted to match its current heritage paint scheme to include light gray- 16375, medium gray- 16320, dark gray, black17038, white- 17875, and yellow- 13538
