This project consists of the construction of a new urban connector roadway from St. Elizabeth Boulevard to St. Francis Parkway, including earthwork, stabilized base, asphalt pavement, curb and gutter, sidewalks, bike lanes, storm drainage, traffic control, pavement markings, and site restoration in accordance with the project plans and Louisiana DOTD specifications. All bids must be in accordance with the contract documents on file. Copies of specifications, bid documents, contract documents and construction plans for use in preparing bids may be obtained from the designated office upon payment of the specified fee. No contract documents shall be issued to anyone except a licensed contractor or their authorized representatives, and documents for bidding will not be issued later than twenty-four (24) hours prior to the hour and date set for receiving bids. Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, address, contractor's state license number, and the name of the project. If forwarded by mail, the sealed envelope must be enclosed in another envelope, mailed certified mail, and received no later than the bid opening. In addition to paper bids, electronic bids are accepted and must include the Uniform Bid Form, Bid Bond, and Corporate Resolution submitted through the designated online platform before the bidding deadline. It is the bidder's responsibility to check for updates. Required bid security must be attached and submitted as outlined. Contractors must provide evidence of a valid state license in Highway Street and Bridge Construction when requesting contract documents. Additional required documents must be submitted to the specified address within 10 days after the opening of bids.
