The work consists of providing all labor, materials, machinery, tools, equipment, and other means of construction necessary and incidental to the completion of the work shown on the plans and described in the specifications. The main activities include the installation of traffic signals, pedestrian signals, milling, asphalt paving, curbing, sidewalks, signing, and pavement markings. The work site is located at the intersection of Oak Hill Avenue and Watson Boulevard in the Village of Endicott, with work limits extending approximately 100'-200' on all approaches. Bidders are required to follow NYSDOT Standard Specifications and applicable Federal requirements. The project does not have DBE, M/WBE, or SDVOB goals, but has EEO Employment goals of 1.1% Minority and 6.9% Women. Use of NYSDOT approved EBO software is mandatory for EEO employment goals and tracking payments. Each bid must be accompanied by security of at least 5% of the bid amount, as specified. Bids must be submitted in a sealed envelope labeled appropriately and delivered to the Village of Endicott Clerk's Office by the specified deadline. The successful bidder must furnish Performance and Payment Bonds for 100% of the accepted bid, and must be registered with the NYS Department of Labor with an approved CCA-2 on file with NYSDOT prior to contract award. Prevailing wage rates must be paid, and Federal Equal Employment Opportunity provisions must be met. Bidders must register as official plan holders to receive addenda and bid correspondence, and must acknowledge receipt of all addenda. All bids must include required information as shown on the Bidder's Checklist, including the completed Bid Form, certifications, and other required documents.
