Site work and new construction of a civil project in Eddyville, Illinois. Completed plans call for site work for a water / sewer project.
Separate sealed bids will be received for Contract B: New Well & Misc. Piping. Conditional or qualified bids will not be accepted. Special attention must be given to, and compliance is required with, project insurance and bonding requirements. Each bid proposal must include a certified check or bid bond of at least five percent of the amount bid, payable to the Millstone Public Water District, as security for the proper execution of the contract. Any awarded contract is expected to be funded in part by a loan from the Illinois Environmental Protection Agency and is subject to federal and state regulations, including the Davis-Bacon Act, Employment of Illinois Workers on Public Works Act, Illinois Works Jobs Program Act Apprenticeship Initiative, "Use of American Iron and Steel" requirements, and the loan recipient's policy regarding disadvantaged business enterprises. All bidders must undertake specified affirmative efforts at least sixteen days prior to bid opening, as detailed in the specifications. Compliance with the President's Executive Order No. 11246, as amended, is also required. Bids from partnerships or joint ventures will not be accepted. The OWNER reserves the right to accept or reject any or all bids. Bids may not be withdrawn for a period of sixty days after the date of bid opening. The Illinois Dept. of Labor prevailing wages shall apply; hiring preference is given to Illinois citizens, and contractors must pay prevailing wages at rates not less than those under the Davis-Bacon Wage Act.
