Site work for a water / sewer project in Summit, Illinois. Working plans call for site work for a water / sewer project.
The project consists of Lead Service Line Replacement in Section 2 of the Village of Summit and all applicable restoration as defined in the Plans and Specifications. Sealed bids must be submitted on documents provided by the Village. Proposal forms are non-transferable and only those obtained from and approved by Novotny Engineering will be accepted. All proposals must be accompanied by a Bank Cashier's Check, Bank Draft, Certified Check, or Bid Bond for not less than five percent (5%) of the total amount of the bid, or as provided in the applicable sections of the Standard Specifications. The procurement is subject to regulations including the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act, the Employment of Illinois Workers on Public Works Act, Illinois Works Jobs Program Act, and the federal 'Build America, Buy America Act.' The procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises, which requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. Bidders are required to comply with the President's Executive Order No. 11246, as amended.
