Sealed bids will be received for furnishing all labor and materials and performing all work necessary for the construction of the Interconnect Waterlines Package “D”, Project No. DWSRF P40-1021607-02. All work shall be performed, and all construction and materials used and furnished shall be in accordance with the Plans and Specifications prepared by Cowan Group Engineering, LLC. Bidders must submit bids on all items, and the work will be awarded as a single contract to the lowest responsible bidder. Compliance with the Davis Bacon Act, American Iron and Steel provisions, and Labor Standards Contract Provisions is mandatory. Bidders are required to submit a certified or Cashier's Check or Bidder's Bond for 5% of the amount bid, as well as Forms DW-412 and DW-413 affidavits. Performance, Maintenance, and Statutory Payment Bonds each in the amount of 100% of the contract price are required. A Maintenance Bond for repair of all damage due to improper materials or workmanship for one year is also required. Bidders must comply with Equal Opportunity in Employment, President's Executive Order No. 11246, Oklahoma DEQ business requirements, Davis Bacon Act wage rules, Anti-Kickback Act, Contract Work Hours Standards Act, and System for Award Management (SAM) registration. Bids must be accompanied by a sworn statement of compliance with City of Muskogee Resolution No. 2392 for the use of Local Labor, if applicable. Complete bid and proposal forms, including all affidavits, must be supplied; incomplete bids will be rejected. The Owner reserves the right to waive informalities and reject any or all bids.
