The City of Muskogee is requesting proposals from qualified traffic control contractors to provide emergency traffic control services on an as-needed basis. These services will support Public Works crews in establishing large-scale work zones that require rapid response and professional setup of traffic control devices. This RFP is seeking an hourly rate for the setup and deployment of traffic control devices and personnel on an emergency basis. The selected contractor will be required to provide emergency traffic control services, including but not limited to: Rapid response and mobilization to emergency scenes (water/sewer breaks, street failures, storm damage, traffic signal outages, etc.) Setup of full work zones in compliance with MUTCD and ODOT/Oklahoma MUTCD requirements. Deployment of cones, barricades, signs, drums, arrow boards, message boards, flaggers, or other necessary devices. Adjustments to traffic control layouts as required by field conditions or by the City of Muskogee. Maintaining a safe work zone for motorists, pedestrians, utility crews, and first responders. Coordinating with City staff at the scene to determine appropriate layout and control measures. Demobilization and removal of all devices when the emergency has concluded. The contractor must be able to provide services 24/7, including weekends and holidays. The City of Muskogee reserves the right to accept or reject any and/or part of all Proposals, and to waive irregularities at its discretion. All received proposals will be evaluated using criteria set forth in the solicitation, or if none stated, the criteria established by the City's purchasing policy The initial term will be one (1) year, with the option to renew annually upon mutual agreement.
